Abstract : Research has shown that organizations perform better if they are managed through formalized, balanced and integrated performance measures. The increasing globalized and competitive world economic environment have created favourable context for the implementation of performance measurement systems (PMSs) in the Small and Medium Enterprises (SMEs). It is reported that more and more SMEs are implementing PMS. However, how the PMS implementation has influenced the organizational culture in these SMEs is yet to be explored. This conceptual paper aims to examine the impact of performance measurement system (PMS) implementation on organizational culture change in SMEs. A conceptual model is proposed together with six propositions relating the implementation of PMS to the content dimensions of organizational culture.
